Here is my method. It provided to be ineffective with ammo pouches with elastics like SDS issue ones.

Another cheap method of stuffing pouches is with those foam blocks that are used for artificial flowers and such. They are dirt cheap, come in many different sizes, and are feather light. I leave them in their wrappers but I also wrap mine with gun tape so the foam dust does not leak out into the pouches. I haven't tried them in modern pouches but they work great in WWII pouches. Or, you can just load them with all the battle rattle that a soldier would carry. I did that with one Canadian soldier mannequin and the thing weighed a ton when everything was loaded.
