What Rank is This?

Good evening.  Picked up a small MP grouping - gear and patches.  The patch on the right was in the group.  (The patch on the left is a specialist group and is upside down.  Sorry.)  What rank is the rank patch on the right?  Him and his buddies had a few made up for personal use. I know the answer.  (He told me.)  Thought it might be fun to see if anyone else could come up with the answer.  The only clue is that it's obviously not an official rank. Good luck!

My guess is Junior high ROTC, high school ROTC or a cadet at a private military academy. Short of that a board MP with not enough to do!
