Odd Pre GWOT Woodland Tactical Vest

I got this in a trade I did and I cant figure it out. I don't know who made it or if it was a SOF related / used item or if it was just a commercial vest sold to the general public. it looks to be made berry compliant and is very well made (which are both things I look for when trying to figure something like this out but on the other hand its not maker marked in any way. the buckles are 1999 dated and the way it is made reminds me of the UM21 packs and the spear kit that were being issued to SOF units at that time however I have never seen this vest. back at that time I was dealing surplus and I remember most the "off the shelf tactical gear" was built like crap with poor fabric and fasteners and made in Asia. so at the very least I would assume this was made for LEO use from the quality. has anyone seen one of these before and were these a known SOF used item?
