I stumbled across this vest. Its design looks very similar to old school ABA vest (550 cord at middle of back for resizing). It has buttpack attached on back using straps. The buckles dated 86. No tags visible. Any ideas what it could be?

r. cowell, they still manufacture same style items. Their customers being often various police and federal agencies.

we don't have evidence to say who used this particular one, being commercially available it could be available to everyone willing to buy it. To back this claim there is a photo took in 1996 of a recon marine preparing himself for a mission wearing a green vest with an identical back to yours (center lacing, alice slots), but with more military oriented pouches, a large utility and a couple of rifle magazine pouches can be seen.
Anyway that one seems more suited to a police use, lacking belt loops and having baton and handcuff pouches on the front.
