I'm not certain, but based on my information, "BA" means "Base Aérienne" (= Air base). And the BA-128 is localized in Metz-Frescaty, in France. It's in French, but here's the wikipedia page : http://fr.wikipedia.org/wiki/Base_a%C3%A9rienne_128_Metz-Frescaty
"Cynogroupe" is the french word for "K9 Team / unit"
In my opinion, this is the kind of patches that's worn by K9 Security guards in the Airbase 128, so In Metz-Frescaty.
A friend of me in the French army is certainly able to ID it (moreover I think he's based in Metz !). Sadly for you, he departed yesterday for the Afghanistan theater and I've to wait his return to ask him.
