Good evening. I'm probably way off base but my first reaction was a name patch for an interpreter or like person.

If it's a name, it's not arabic.

Just for the fun, I googled "singh" and found it as a common family name in india. Indian army have, indeed, a kind of ACU camouflage. So maybe it's another possibility...
