I checked but I am not sure that this uniform has been discussed here.
Afghan National Civil Order Police is a special Police unit created by 2006 and a new uniform has been issued to them by 2010 to distinguish them from grey uniform of the ANP. They selected the HyperStealth Spec4ce Sierra pattern.
Found this pictures dated 3rd August 2010 which showed uniform issued to ANCP 2nd Kandak 1st Brigade.
