For one of my serious contact who has been several times in Afghanistan, it is the ANP PRC (Provincial Unit Company). On the other hand, I found a seller on Ebay who is proposing several ANA/ANP patches for sale and he is selling it as an ANP Customs patch.

I have one in my collection, a genuine bring-back in a slightly worse condition, since mine survived almost one year in field service.
In the majority of cases these locally-made patches were duplicated in small -digital- embroidery shops either on the premises of ISAF bases, or in the local market. Customers in these embroidery shops found a vast selection of unit and morale patches mounted on cardboard panels. Unless the patch you needed was in stock, you could order it and pick it up next day.

Their not legal, because authority didn't agree them. But they was weared by the ANCOP SWAT 4 from Herat and the ANCOP SWAT 5 create in a logistical unit near Kaboul (i don't remember the name). Fives swat team had been created and trained by an europeen unit "eurogendfor", composed of military policemen. the swat unit was choosen after physical and technical tests and trained in an logistical school in mazar e sharif, RTC. shooting instruction was given in "shaheen camp". ANCOP means AFGHAN NATIONAL CIVIL ORDER PUBLIC. I think that only 50 patchs have been created of each.
