BatteLab Kit Question

Good afternoon.  Not sure what this is.  My initial thought was for carrying a breaching tool but it just doesn't seem big enough.  Next thought is that it is part of a kit or larger carrying system. I figure the black wire is to be interlaced through the retainers on each side.  Is it worth picking up and is there any collector interest?  Thanks.

it is a "conversion kit" made to transform a MAP type molle pack into a standalone pack by weaving the cable between PALS webbing. Once made into a pack it retained a quick ditch capability by pulling the handle.
I don't think there is a big market for it
