I thought SOE at first also, since they loved black webbing on everything. Ive just never seen any of their gear without tags.
Didn't Tactical Tailor use black webbing on OD gear in the '98-01 timeframe? Could this be theirs?

If you look closely, the inside of the leg straps has two horizontal rubberized strips that was typical of Blackhawk stuff found during the same time frame.. I would lean more towards this than Tactical Tailor or SOE. I think those same type leg straps are still around on less quality gear (Voodoo, Condor)..

Blackhawk is a possibility, I've never seen them mix black and OD however. Build quality is definitely better than Condor.
This one is a mystery I guess. I spent about $10 on it, no huge investment. I've seen a few more identical ones on ebay recently, in similar beat up condition, sell for more. But none of the listings provided anymore information, apart from some probably unfounded claims of these being Ranger used.

I knew I had seen one of these before. Picked this one up at Ft. Knox back in January of 2011. Like your holster, mine has yet to be identified. This one has an undated ITW-Nexus buckle.

I had always thought mine was a "Frankenstein" holster (put together with various holster parts). It appears that might not be the case after seeing your holster.

I had some similar holsters at work that were mfg by blackhawk, some had a nexus buckle some had kifco
However the drop leg straps were green, maybe yours was bastardized with the straps from another holster.
I'll find some of the BHI holsters tomorrow at work and take a pic to see how well they match up
