yes those are US dog tags.  The two cards are the Army values and the other is suicide prevention/awareness card.   Probably required to keep both with his dogtags.  The black thing is a a memory stick of some kind.

They also list his lastname, first name and middle initial. Then his SSN and his religious preference under that

Does the memory stick fit in an SD card reader or similar?

I would say probably yes. We used to use thumbdrives this may be the newer version.

Yes, they appear consistent with other US identification tags.

Some units have command policies requiring individuals to have extra plastic 'tags': Army Values, NCO creed, etc.. Some commands also require guys to carry laminated 'smart' cards: Command directives, values, etc. Generally, these policies originate at higher level commands (Division, etc) but when it gets down to the individual Company/Platoon/Squad level they are sometimes ignored.

Occasionally, guys have extra tags denoting allergies (red medical tags are common), or something personal and of religious significance.

The memory card really looks like an SD memory card used in digital cameras.  Storage like a USB thumb drive but you would need an adapter of some sort.  See the picture below for an example.   The memory stick fits in the end of this unit and you plug it into your computer (tablet, laptop or anything with a USB port) and you should be able to see what is stored on it. Thanks Clete
