    The top piece is a morale patch and the design is the logo for Psychopathic Records sometimes known as The Hatchet Family. It is commonly known as a "Juggalo" and is usually associated with fans of the musical group Insane Clown Posse (ICP). Psychopathic Records was founded by the ICP and handles their music as well as similar associated bands. Fans of the ICP refer to themselves as Juggalos and the "running man with hatchet" logo is found on all manner of merchandise.
