i think the top propaganda poster has pictures of the Afghan National Police (top) and Afghan Customs Police (bottom with blue uniforms).

FORWARD OPERATING BASE WALTON, Afghanistan Army Staff Sgt. Jacob Marcum, infantryman, Charlie Company, 1st Squadron, 38th Cavalry Regiment, 525th Battlefield Surveillance Brigade, shows an Afghan Customs Police officer from the Kandahar inland customs.
Note the blue uniform worn by the Customs Police officer.

Some more great items again! The darker blue definetly looks to be that of the customs police. Would be interesting to know what it says about the money.
