Well....this exact question has been debated heavily by collectors for some time now. The 3-Color desert uniform was just being issued to replace the 6-Color DBDU right during that time period. From what I understand, the 3-Color DCU was available on a VERY limited scale and was seen being worn by some of the rear-echelon logistical types and possibly some higher ranking officers. I have no photographic evidence to support this claim, but this is what I've been told by men who served during Desert Storm.
I have several 1990 dated 3-Color DCU's in my collection and one 1989 dated 3-Color DCU cap. These dates certainly put it in the realm of possiblity of it being used during Desert Storm, but it would have been on a very limited scale. During the early part of Desert Shield, the US was hard pressed to get 6-Color DBDU's to all the soldiers in-theatre or deploying to the Middle East. That is why you'll see some US soldiers in Saudi Arabia wearing plain Woodland BDU's. If the Goverment had problems getting the 6-Color DBDU's to all it's soldiers, then logistics would be more focused on that problem rather than implementing the change over to 3-Color DCU.
