Unknown Eagle Patch

I have two of these eagle patches. Does anyone know what they are for or what the criteria is for wearing them.
These seem to be cut off from a roll.
I have a picture of one being worn but haven't seen any more pictures of the patch in use.

Bob, looking at the patches you have and photo of it in wear, it appears the one in the photo is different, ie the one on the uniform has dark embroidery between the legs and that one also has separate flag instead of attached. Still a puzzler.
