I'm not sure what exact is this unit but seems like a very common patches. Many of Iraqi soldiers worn the Airborne related patches just because of "status" they carry. One guy quoted "that having these guys jump from a plane would be like herding squirrels."

These are universally called "special forces" patches. This design has been in use since Hussein era. You'll see these patches worn by army and police. Same goes for the wings. Especially in 2003-2004 EVERYONE had these on their uniform, it's doubtful if any of them are airborne qualified. BUT I think allowing everyone to wear these helps to perhaps build up a bit of esprit de corps.
