Well, they are used in military hospital, so non combat medics but deployed on theater of operations. When you check pictures, you can see tons of variants, there's no real official set, there're some different ones (all private purchase / commercial).
And no, there's no blame from higher officer
I'll try to add some pictures from the documentary Baghdad ER. If you have the time to check, that's an interesting documentary. Here's a link of their website : http://www.baghdader.com/ I think that's interesting to see the job of medics, that's often forgotten by historians. But that's just my opinion !
