Well, it's not modified, it's a commercial trousers. Pictures are not perfect (mobile phone ?), but label look like a commercial reproduction. The quality is different...

They are not US issue but they could be used by a middle-east country.

The fact it was manufactured in China don't exclude it can be officialy issued to middle-east(or Africa !)armies.

But I also think it's made in China. When there are made in Philippines, Honduras or USA, it's usually write "made in USA/Philippines/Honduras" on label.

the pants' labels looks like the labels used on the BDUs and DCU pants from before 1995; the oldest pants I have all say DLA-100-something-letter-numbers, same format as yours..few say who made them, but several do not...I think this might be a legit US made pant with some modifications to allow something like a riggers' belt or wide belt on...I know I had a hard time fitting a rigger's belt through my normal BDU pants...and easier time fitting a normal BDU belt on..the label itself might be actual US contract label; I'm not sure when did the SPO100 contracts start; I've a 97 contract shirt with SPO on it, a 1993 contracted BDU shirt with DLA on it...
